New ATI driver

Hello Matthias,
 I know you're busy with getting things in rpmfusion working, but as of 
today, AMD released a new driver, version 7.11. Yes, they changed the 
versioning method.
Good news is that it supports now kernel 2.6.23, so there shouldn't be 
problems in F8, bad news is that it's an AMD driver, so no need to 
mention further bad news.
Can we please have a dkms package for testing?
