According to the article below on the fedora  forums there is still an
issue with the Xserver 1.3.  Unbelievable that they couldn't manage to
fix that one, but that's ATI for you.  I think it would have helped
their reputation a lot if they would have showed a quick response to
this issue, but that is asking too much I guess.  

Also, included in this link to fedora forums is a link to a thread on
how you can downgrade your Xserver package and then you can run fglrx
without issue under F7.
