Maybe it's because devices are both in /etc/udev/devices and
/etc/udev/makedev.d/

$ rpmquery -l nvidia-x11-drv | grep udev
/etc/udev/devices/nvidia0
/etc/udev/devices/nvidia1
/etc/udev/devices/nvidia2
/etc/udev/devices/nvidia3
/etc/udev/devices/nvidia4
/etc/udev/devices/nvidia5
/etc/udev/devices/nvidia6
/etc/udev/devices/nvidia7
/etc/udev/devices/nvidia8
/etc/udev/devices/nvidia9
/etc/udev/devices/nvidiactl
/etc/udev/makedev.d/60-nvidia.nodes
