ATI 8.40.4 release

Actually, I got rid of it, and maybe this is something that can be done
before it's compiled into an rpm (or during it or as part of the
install?), by doing some copying as below shows...

sh ati-driver-installer-8.40.4-x86.x86_64.run --extract drvarch
cp -Rv drvarch/common/etc/ati /etc

That got rid of the watermark and can do it even if you already
installed the rpm installed.
