New ati-x11-drv packages with dkms support

Hi,

I've finished some dkms-enabled packages of the ATI binary display
drivers for FC6, which are available here for testing :

As I don't have the hardware to test, I could only check that the
kernel module gets built properly and load/unload it. A few things are
left :

- Get feedback to know if the driver actually work :-)
- Find the best way to automatically enable/disable fglrx in xorg.conf
- Know if the /etc/fglrxrc and /etc/fglrxprofiles.csv files are useful
- Know if the devel sub-package is useful

Depending on this, further changes will be made to the packages before
their release.
